Guangzhou Daily News has issued billions of dollars of funds to new industries that should be developed and supported strategically. Should these funds be used or not? Did they use them well or not? Did they achieve the expected goals? Since last year, the Standing Committee of the Guangdong Provincial People's Congress has adopted the third-party evaluation method to supervise the performance of the use of financial funds. On June 18, the Standing Committee of the Provincial People's Congress held a press conference to announce the third-party evaluation report on the performance of the LED project expenditure of the special funds for the development of strategic emerging industries.

The evaluation results show that the expenditure performance of LED projects are well evaluated respectively, and the use of project funds is relatively standardized. However, the work of capital departments and financial departments still needs to be further refined and implemented.

In September 2014, the Standing Committee of the Provincial People's Congress, after open tendering, entrusted the Government Performance Evaluation Center of South China University of Technology to implement the third-party evaluation of the performance of the second and third batch of strategic emerging industries in the province. This is the first time the provincial people's Congress has carried out the third party assessment of the performance of financial funds.
